Organizational Assessment


Vantage provides Mayor’s Office new organizational structure


Situation: Until 1999, a Division of the Mayor’s office had existed as a full City department which supported or saw to the creation of several agencies and regional initiatives that supported and were dedicated to the City’s development and expansion. As a result of the creation of the new agencies and a transition of Mayoral staff, the Division’s staff was significantly reduced. The objectives, goals and responsibilities of the Division also significantly changed over this period of time and the Division needed an organizational assessment to determine what its current functions and requirements were, and to ensure that it had the staff needed to perform the functions successfully. The Division needed to ensure that its organizational structure was strategically aligned with the growing needs of the municipality and its surrounding areas.

Goal: To conduct an organizational assessment and design an organizational restructuring strategy to assist the municipality in filling key vacancies within the Division with the expertise needed to further the municipality’s economic growth and revitalization.

Process: The organizational assessment consisted of reviewing and analyzing the positions in the current organizational structure to determine their purpose, core competencies, performance objectives, and efficiency levels. The process included a review of the existing organization, review of existing job descriptions, review and benchmarking of similarly situated organizations and a survey of the Division’s departments, partners and stakeholders. Key stakeholders were interviewed in person to gain insight into their needs and views of the Division’s goals and objectives and to gain an understanding of how the Division could better serve them.

Once the relevant information was gathered, Vantage Solutions LLC analyzed the information and made recommendations on the best organizational structure for the Division, given the current nature of the goals and functions for which the Division was responsible.

Results: The result of the analysis included the deliverables of a new organizational strategy, including new organizational chart, new job titles, modified compensation and classifications for the positions and the creation of new job descriptions.
